Stoke-on-Trent City Council will decide in July whether to develop a council-owned site in Packmoor or leave it unchanged. The decision follows a four-week public consultation that received 448 responses and attracted 120 residents to public events.
What residents said
Consultation feedback showed strong support for protecting green spaces and preserving the area's village character. Residents raised concerns about traffic, flooding and pressure on local services.
Council recommendation
Council officers are recommending that two development options affecting the site's historic ridge and furrow land be ruled out entirely due to heritage risks. A third option requiring relocation of Kidsgrove Athletic Football Club is also not recommended by officers.
The council has confirmed that any club relocation would be voluntary and led by the club itself. Planning rules require football pitch provision to be fully protected.
The choice ahead
Cabinet will choose between a revised development proposal that could deliver up to 816 new homes (including around 200 affordable rented homes) while avoiding the ridge and furrow land and the football club, or a "do nothing" approach.
The decision must balance consultation feedback against the city's housing needs. Approximately 3,500 households are currently on the council's housing register.
What happens next
Cabinet will meet on 14 July to determine its preferred option for the site.
