Council rejects plans to convert Tunstall's historic library and baths into flats Stoke-on-Trent City Council has refused planning permission for a £3.5m scheme to redevelop the Grade II-listed former library, public baths and drill hall in Tunstall into 39 apartments. The proposal, submitted by Tunstall Library Developments Ltd in October, would have included a spa pool, gym, sports bar, cafe and community space. However, the council's planning committee determined the application did not meet required standards. A joint review by the council and Historic England raised concerns about the conversion and the lack of relevant information in the submission. The three Victorian buildings, which date back to the late 19th century, have been vacant since the baths closed in 2011, the library in 2022 and the snooker hall in 2023. The council said the Levelling Up funding will be reallocated within the Stoke-on-Trent North constituency. Local residents have suggested alternative uses including restoring the baths to their original purpose, reopening the drill hall for band rehearsals, and creating an art gallery or office space.
